FOR THE SUPPLY OF ADVERTISING MATERIALS TO THE CAMEROON CIVIL AVIATION AUTHORITY.

 (In emergency procedure)

 

Purpose of the Call to Tender

The General Manager of Cameroon Civil Aviation Authority hereby launches an open national call to tender for the supply of advertising materials referred to hereinafter and distributed in three lots:

Lot 1: DIARIES

Diaries “DE LUXE 180 mm x 250 mm FORMAT”  :150 units ;

Diaries “STANDARD 175 mm x 225 mm FORMAT” :1000 units ;

Diaries “POCKET 88 mm x 169 mm FORMAT” :1000 units ;

Lot 2: Calendars

Wall calendars in 09 sheets, :2000 units ;

Tent office spiral calendars :2000 units ;

Lot 3 : Personalized Gadgets

High quality ball-point pens ,:800 units ;

Isothermal stainless-steel mugs , :100 units ;

simple ball-paint pens :1000 units ;

Standard towels  100% cotton :141 units ;

bath sheets 100% cotton :100 units ;

16 Go USB flash dive :500 units ;

Big white or blue cups, 250 ml : 200 units ;

Metallic key holders :1000 units ;

Backpacks, 500 mm x 400 mm, :500 units ;

Polo shirts; 100 % cotton for men and women :1,000 units ;

Textile gift bags, :150 units ;

Shopping gift bags l=400mm L=300mm » :200 units ;

Note pads, 200 pages, :500 units.

Nature of Services

The services under this Call for Tenders shall include the supply, transport and handling of advertising materials up to the place of delivery.

Participation

Participation in this call for tenders is open to companies under Cameroon law, with proven capacities, competences and expertise in the field of printing and marking.

 

Financing

The services under this call for tenders shall be financed by the budget of Cameroon Civil Aviation Authority, 2018 financial year on:

Task: 4060 3003 and Line: No. 610 041 for diaries and gadgets;

Task: 4060 3002 and Line: No.610 041 for calendars.

 

Estimated Cost

The estimated cost of the operation after preliminarily studies is seventy four million five hundred fifty thousand (74,550,000) CFAF distributed as follows:

 

Lot 1 Diaries: Thirty five million seven hundred fifty thousand (35,750,000) CFAF;

Lot 2 Calendars: Eleven million (11 000 000) CFAF;

Lot 3 Personalized gadgets: Twenty seven million eight hundred thousand (27,000,000) CFAF.

Acquisition of Tender File

The Tender File may be obtained, upon publication of this notice, from CCAA (Head Office – Sub-Department of Contracts), PO. Box:  6998 Yaoundé, Telephone: 237 222 30 30 91; 222 30 47 66, Fax: 222 30 33 62,, against presentation of a receipt attesting to the payment of a non-refundable sum of seventy five thousand (75,000) CFAF, in the account referred to as “CAS–ARMP’opened in the following BICEC branches (Yaoundé Central Branch, Limbe, Dschang, Garoua, Douala-Bonanjo, Ebolowa,; Bamenda, Maroua, Buea, Bafoussam, N’Gaoundere and Bertoua).

 

Submission of Bids

Bids drafted in English or French, in seven (7) copies, including the original copy and six (6) copies labelled as such, shall be submitted at the Head Office of Cameroun Civil Aviation Authority (CCAA), Technical Department (Sub-Department of Contracts), located at the Yaoundé 101 Air Force, no later than 23 août 2018 at 02pm, and shall be labelled as follows:

To be opened only during the tender opening session”.

Admissibility of Bids

Each bidder shall attach to his administrative documents a bid bond of an amount corresponding to the lot solicited equal to:

 

Lot 1 Diaries: seven hundred thousand (700,000) CFAF ;

Lot 2 Calendars: two hundred thousand (200 000) CFAF;

Lot 3 Personalized gadgets: five hundred thousand (500,000) CFAF.

The bid bond shall be issued by a first rate banking institution, approved by the Ministry in charge of Finance, and shall be valid for thirty (30) days beyond the original date of validity of bids.

Under pain of rejection, other required administrative documents must be produced in original copies or in copies certified true by the issuing service or an administrative authority, in conformity with the provisions of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months old preceding the original submission date or they must have been issued before the date of signature of the tender notice.

 

Opening of bids

The opening of bids shall take place in a single phase. The opening of administrative, technical bids, including the financial bid, shall take place on 23 août 2018 at 03:00pm,
in the office of the Internal Procurement Commission of the provisional Head Office of CCAA, located at the Yaoundé 101 Air Force.

 

Only bidders may take part in this session or they may be represented by a duly mandated person of their choice with a sound knowledge of their file. The financial bid of bidders who have obtained the minimum score of 70% of points shall be admissible to financial analysis.

 

Term of Delivery

The maximum term of delivery determined for the provision of services is sixty (60) days, from the date of notification of the service order.

ü  Bidder’s references in similar services with supporting documents;

ü   Quality of samples;

ü   Term for delivery.

1.    Allotment

Bidders may bid for all lots but they shall not be awarded more than two lots.

2.    Bid Validity Duration

Bidders shall be bound by their bids for a period of ninety (90) days, with effect from the deadline determined for the submission of bids.
