Official inauguration of infrastructures realised by the CCAA within the framework of the TSDP - air component at the Yaounde-Nsimalen International Airport

The inauguration ceremony of three major infrastructures with a significant impact on suppliers, users and partners of air transport, in the ecosystem of the Yaounde-Nsimalen International Airport was presided over by the Minister of Transport on 15 December 2021. The event was held at the Yaounde-Nsimalen International Airport and involved the Emergency Operations Centre (EOC), the patrol road, the rehabilitation of the security fence and the Yaounde-Nsimalen International Airport ring road.
The infrastructures thus inaugurated with the aim of improving the safety and security of civil aviation in Cameroon's international airports.
Indeed, it is within the framework of a financing agreement worth 30 billion FCFA from the International Bank for Reconstruction and Development (IBRD) granted to the State of Cameroon and retroceded to the Cameroon Civil Aviation Authority, the Executing Agency of the Air Component of the Transport Sector Development Project (TSDP), that the said works were carried out.
It should be noted that an Emergency Operations Centre (EOC) is a basic infrastructure for efficient and effective management of the response to an accident or security crisis at the Airport, serving as a temporary crisis command headquarters in such circumstances.
The Yaounde-Nsimalen International Airport Emergency Operations Centre is located at the entrance of the airport, just before the terminal building. It is a three-storey building with a basement, built on a surface area of 1796 m2.
The third floor and the terrace are exclusively reserved for the management of emergencies and allow a wide view of the Airport.
The ground floor has been made available to the Cameroon Airports Company and the Ministry of External Relations, who have set up very high standard lounges for the reception of senior officials and diplomats.
The first floor houses the local services of the Cameroon Civil Aviation Authority (CCAA) and the second floor of the EOC is dedicated to meetings and training.
The basement houses technical equipment such as water tanks, suppressors, generators, transformers and a shop. All levels are served by a lift.
The construction of the EOC of the Yaounde-Nsimalen International Airport, was carried out by the WIETCAM company and controlled by the Ingenieris-Sata group, it started on February 25, 2019 and cost a total of 1,150,000,000 FCFA excluding tax.
The second achievement inaugurated is the asphalting of the patrol road and the rehabilitation of the airport security fence.
The work carried out consisted of clearing the right-of-way over a distance of about 10.1km, and surfacing and asphalting the road with a two-layer surface coating. In addition, several gutters were built, drains were rebuilt, the fence and two metal gates were reinstalled.
The works started April 15, 2020, the work was carried out by the BUNS company, under the supervision of the STUDI International Design Office, at a cost of about two (02) billion FCFA.
The third achievement was the magnificent 14.36 kilometre-long road around the airport, which was entirely paved.
The works, which started February 01, 2021, were carried out by the BUNS Company and supervised by the DIDON Conseils project management company at a total cost, excluding taxes, of 5,800,000,000 FCFA.
The development of the ring road has allowed : The direct opening up of several localities such as Nkolmefou, Ekoko II, Bénébalot, Mbeloa, Nkolnda 2, Nsimalen, Mimetala and Marian Sanctuary, i.e. a population estimated at about 3,500 inhabitants, of which a little more than 3,000 inhabitants live in ordinary households and about 500 inhabitants live in collective households at the convent of the Catholic Mission of Nsimalen, the boarding school of the College Notre Dame de Mimetela, the retirement home (for the elderly) of Nsimalen and the Marian Shrine of Nsimalen.
In addition, the execution of the works was carried out with precaution to avoid, as far as possible, any expropriation for reasons of public utility.
In general, the development works of the ring road, the patrol road and the construction of the EOC allowed the creation of about 485 direct jobs and 175 indirect jobs.
In addition, the Government of the Republic and the World Bank have agreed to build social infrastructure for the benefit of the local population. Thus, as of January 2022, work aimed at improving the living conditions of the local population in the areas of education, health and drinking water supply will begin.
The Minister Delegate at the Presidency of the Republic in charge of Public Contracts, the Minister Delegate at the Ministry of Transport, the Secretary of State for Public Works in charge of roads, the representative of MINEPAT, administrative, traditional and religious authorities were present at this colourful ceremony. The Minister of Transport congratulated the CCAA for the quality of the works.
