Civil Aviation: publication of official tariffs for CCAA services
The Cameroon Civil Aviation Authority (CCAA) has made public the official tariffs for its services, as established by a Prime Ministerial decree. This landmark regulatory text codifies all aviation fees, ensuring full transparency and equal treatment for all sector operators.
The publication of Decree No. 2021/0342/PM substantiates the CCAA’s commitment to good governance and administrative transparency. Signed by the Prime Minister, Head of Government, this regulatory text sets the assessment basis, rates, and collection modalities for fees levied on services rendered. It thus regulates all statutory charges tied to the CCAA’s core sovereign missions of safety, security, and economic regulation of air transport.
For all stakeholders in the national and international aviation industry, this publication serves as a financial compass. The decree provides an exhaustive breakdown of the official rate sheet for all technical and administrative services overseen by the regulatory body. This includes fees for issuing and renewing aviation personnel licenses (pilots, air traffic controllers, and mechanics), aircraft registration and airworthiness certificates, Approved Maintenance Organization (AMO) certificates, Air Operator Certificates (AOC), foreign airline operating permits, and aerodrome certifications.
This standardized, legally enforceable tariff framework reflects the CCAA's commitment to ensuring non-discriminatory treatment for all stakeholders. It thus provides investors with the financial predictability vital to their long-term operations.
Beyond streamlining costs, the legal framework introduces robust safeguards to protect users. Pursuant to the strict provisions of Article 3, paragraph 2, any administrative or technical service related to civil aviation that is not expressly enumerated in the Annex of this decree is henceforth rendered entirely free of charge. This decisive measure guarantees complete pricing transparency and absolute predictability across all regulatory transactions.
Finally, the institution reaffirms its strict alignment with international standards. The text specifies that the collection of all such fees is executed in accordance with strict public accounting standards and in full compliance with international conventions ratified by the Republic of Cameroon. Through this approach of open governance, the CCAA establishes itself as a reliable and transparent partner driving the nation's economic development.
It is worth noting that under its statutory mandate (Decree No. 2019/174), the CCAA is specifically responsible for:
- Implementing national civil aviation policy and regulations covering safety, security, and economic oversight;
- Supervising flight safety, air navigation services, and airfield/airport infrastructure planning and development;
- Approving and homologating security and aeronautical equipment used across the aviation chain;
- Coordinating search and rescue operations in liaison with competent authorities;
- Managing national aeronautical heritage, national airspace, and bilateral air service agreements;
- Informing the public and notifying users of applicable civil aviation standards and regulations;
- Collecting regulatory service fees and enforcing compliance with international aviation standards
