Mrs Paule Assoumou Koki, Director General of the Cameroon Civil Aviation Authority (CCAA), and Mr. Félix Meunier, Director General of Civil Aviation at Transport Canada (TC), signed a memorandum of understanding (MoU) at the Canadian Delegation to ICAO on 2 October 2025, on the sidelines of the 42nd ICAO Assembly. The ceremony was held at the Canadian Delegation to ICAO, in the presence of Mr. Zoa Etundi Englebert, Cameroon's Permanent Representative to the Organisation.
This MoU establishes a framework for cooperation in the areas of safety, security, environmental protection, training, as well as civil aviation studies and regulatory policies. It makes provision for, among other things:

-the sharing of information and data;
-cooperation and technical assistance;
-training and knowledge exchange programmes;
-the establishment of technical arrangements, including mutual recognition of certificates and approvals.

The MoU is a non-legally binding agreement concluded for a period of five (05) years.

This signing follows the air services agreement concluded in 2023 between the two governments, which paved the way for the establishment of direct air links to benefit their peoples.

During the discussions, both parties emphasised the strength of relations between Cameroon and Canada, with the latter having become a welcoming destination for many Cameroonians. The Director General of the CCAA expressed the desire, widely shared by the diaspora, to see the opening of direct air links to Cameroon.

The implementation of this MoU will be the subject of a work plan developed and approved jointly by both parties.
