Chicago convention
Cameroon ratified the Convention on International Civil Aviation (Chicago Convention) on 15 January 1960. In order to fulfil its obligations under the Chicago Convention, a Department of Civil Aviation (DAC) within the Ministry of Transport was established in 1963.
From 1963 to 1998
From 1963 to 1998, under the authority of a Director, the DAC was responsible for the development and implementation of government policy on air transport. This body was also responsible for drafting and enforcing regulations on air traffic and air transport, overseeing air navigation, inspecting and monitoring the operation of airport facilities, coordinating all air transport activities, and participating in international conferences within its remit.
In the 1980s/1990s
In the 1980s and 1990s, ICAO noted that some States were experiencing difficulties in fulfilling their obligations regarding the oversight of the implementation of the standards and recommended practices contained in the Annexes to the Chicago Convention. In this regard, ICAO required States to establish autonomous civil aviation authorities.
It was in response to ICAO guidelines that the CCAA was established under Law No. 98/023 of 24 December 1998 on the civil aviation regime in Cameroon, reinforced by its implementing Decree No. 99/198 of 16 September 1999.
Creation of CCAA
C’est pour répondre aux orientations de l’OACI que la CCAA a été créée en faveur de la loi no 98/023 du 24 décembre 1998 portant régime de l’aviation civile au Cameroun, renforcée par son décret d’application no 99/198 du 16 septembre 1999.
Over time, the CCAA’s missions and the powers of its Director General have been expanded, notably through:
- Law No. 2013/010 of 24 July 2013[3] to lay down the regulations governing civil aviation in Cameroon and its implementing Decree No. 2015/232 of 25 May 2015;
- Decree No. 2019/174 of 9 April 2019[5] to lay down the reorganisation and functioning of the Cameroon Civil Aviation Authority.
- Decree No. 2018/006 of 08 January 2018[4] to approve and render enforceable Cameroon’s National Civil Aviation Security Programme;
- Decree related to national facilitation programme (references to be completed)
