30th Meeting of the Steering and Monitoring Committee of the TSDP – Aviation Component

During this session held on April 28, 2026, at the Emergency Operations Command Center (CDOU) in Garoua, the Chairman of the Committee, Dr. Patrice NGOLLE NGOLLE III, together with the members of the committee, including Mrs. Paule ASSOUMOU KOKI, Director General of the CCAA, examined and approved the activity report of the management unit of the Transport Sector Development Project (TSDP) – Aviation component as of December 31, 2025. They were also presented with the status of implementation of activities as of April 26, 2026.

In the presentation by the project coordinator, it was noted that most of the works have been completed. The current execution rate is estimated at 98 percent, and the remaining contracts are essentially residual and scheduled to be completed within the deadlines. The contracts completed and received by December 31, 2025, covered:
  •  Infrastructure works: bypass and patrol roads, the Emergency Operations  Center (EOC) building at Yaoundé-Nsimalen, boreholes, classrooms, and related structures.
  • Strategic supplies: computer equipment, furniture, vehicles, and medical equipment.
  • Intellectual services: technical studies, monitoring missions, audits, and strategic planning.
 
These achievements represent gains for the modernization of airport infrastructure and the improvement of living conditions for surrounding populations.
 
As for the contracts under execution as of December 30, 2025, they included: lot 1 of the Douala patrol road, the EOC of Garoua and Maroua, the Nsimalen bridge, the guardhouses of Nsimalen, boreholes in Douala, security fences at Yaoundé-Nsimalen Airport, the security fence at Douala Airport, and video surveillance equipment for both airports.
 
Meanwhile, the project recorded substantial progress, and by April 26, 2026, the CDOU of Garoua and Maroua had been received on April 17 and 18, 2026. The works still to be finalized concern the patrol road in Douala on the light aviation side, the Yaoundé guardhouse, the acquisition of three tractors with brush cutters, the television documentary on TSDP activities, and the project completion report.
 
Pending the closure of the project, scheduled for June 30, 2026, the committee expressed satisfaction with the level of execution achieved to date.

It should be noted that the activities of the PDST – aviation component aim to ensure compliance with international civil aviation safety and security standards as set by ICAO. The PDST is a Cameroon–World Bank cooperation initiative, financed with an amount of 172.4 million euros, signed on April 20, 2017, with the International Bank for Reconstruction and Development (IBRD).
