Management of aircraft overflights in Cameroon

Measures relating to the protection of sovereignty over Cameroonian airspace are set out in the provisions of Decree No. 2007/088 of 21 March 2007. (Downloadable link)

The CCAA contributes to airspace surveillance with a view to safeguarding sovereignty over Cameroon’s airspace, by identifying aircraft and monitoring compliance with air navigation rules.

The Cameroonian Air Force manages matters relating to the movement of state aircraft. It also supports the CCAA in enforcing air navigation regulations.

Flights over Cameroonian territory by state aircraft and other foreign-registered aircraft, as well as their landing at Cameroonian aerodromes, require authorisation issued by the CCAA in coordination with the relevant military authorities.

 It is worth noting that we distinguish between two (02) main categories of overflights: just the two main categories of overflights

  • overflights for scheduled flights (regular airlines).

It is governed by the principle of bilateral agreements. These flights do not require specific authorisations for their operations. Flights are conducted in accordance with flight schedules submitted by the airline and approved by the CCAA (Division of Air Transport).

  • Overflights for commercial and non-commercial non-scheduled flights

This category includes several subcategories:

    • Special flights
    • Humanitarian flights
    • Medical evacuation flights
    • Technical stopovers
    • Aerial work flights
    • Private flights

These are managed by the Airspace Surveillance and Crisis Management Unit (SEGC).

Procedure for processing an overflight request in Cameroon

Step 1: Initiation of the request

  •  The applicant duly completes all the required fields of the appropriate overflight request form and submits it to the CCAA to express their intention to overfly or land in the Cameroonian territory.

These forms are also available at www.dasis-ccaa.aero and on request at survol.user@ccaa.aero

  • the applicant must enclose a list of the required documents
    • For landing requests, this consists of a letter of confirmation from the party receiving the flight in Cameroon;
    • In addition to the aforementioned document, and in any case, for all non-scheduled commercial flights to Cameroon:
    • a copy of the insurance policy certificate;
    • a copy of the air operator’s license;
    • a copy of the Airworthiness certificate;
    • the air operator’s license;
    • the flight logbook and the pilots’ licenses.
  •  The completed form must be submitted to the CCAA by one of the following means: by post to PO Box 6998, Yaoundé; electronically to survol.user@ccaa.aero


Step 2:
Review of the request

  • All applications for one-off overflight and landing authorisations must be submitted to the CCAA at least seventy-two (72) hours before the scheduled flight date;
  • Requests for periodic or permanent authorisation to fly over Cameroon and land at its airports must be submitted at least fifteen (15) days before the start of the period covered by the request;
  • Requests for overflight and landing authorisation for foreign civil aircraft carrying military troops or military cargo must be submitted through diplomatic channels at least fifteen (15) days before the flight date.

Decision

4) Step 4: Communication of the decision
For applications falling within the remit of the CCAA, once the decision of the CCAA’s Director General is known, the Airspace Surveillance and Crisis Management Unit is responsible for notifying the applicant.
For requests subject to the authorisation regime, the decisions taken by the competent authorities are communicated to the CCAA for onward transmission to the concerned parties.
