Personnel licenses

Aviation professionals and training organisations wishing to work or carry out their activities in Cameroon are required to obtain the necessary licence and/or authorisation issued by the CCAA. This requirement aims to ensure that they meet the applicable regulatory requirements and are able to operate safely within Cameroon’s aviation system.

A Private Pilot License (PPL) issued by the CCAA is required to perform the duty of a pilot on board aircraft registered in Cameroon for flights carried out as part of aerial work or general aviation. The privileges and scope of competence will depend on the type ratings endorsed on the license.

To obtain a PPL, the applicant must:

  • Be at least 17 years of age;
  • Have completed an accredited PPL training course at a centre approved by the CCAA;
  • Hold a Class 2 medical certificate;
  • Have accumulated at least 45 hours of flight instruction;
  • Pass a PPL theoretical examination organised by the CCAA;
  • Pass a PPL practical examination under the supervision of the CCAA;
  • Be able to speak and understand English (ICAO Level 4 minimum).

To submit an application for a PPL license, the applicant must:

  • Complete form CMR.PEL.FORM.XYY, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:

    • licensing@ccaa.aero;
  • Send the complete physical application by post to the attention of the CCAA General Directorate.

A Commercial Pilot License (CPL) issued by the CCAA is required to perform the duties of a pilot on board aircraft registered in Cameroon for commercial aviation operations. The privileges and scope of competence will depend on the type ratings endorsed on the license.

To obtain a CPL, the applicant must:

  • Be at least 18 years of age;
  • Have completed an approved CPL training course;
  • Have the required experience corresponding to the license category applied for (at least 150 hours on aeroplanes and 135 hours on helicopters);
  • Pass a CPL theoretical examination organised by the CCAA;
  • Pass a CPL practical examination under the supervision of the CCAA;
  • Hold a Class 1 medical certificate;
  • Be able to speak and understand English (ICAO Level 4 minimum).

To submit an application for a CPL license, the applicant must:

An Airline Transport Pilot License (ATPL) issued by the CCAA is required to serve as a captain on aircraft registered in Cameroon for commercial aviation operations. The privileges and scope of competence will depend on the type ratings endorsed.

To obtain an ATPL, the applicant must:

  • Be at least 21 years of age;
  • Have completed an ATPL-approved training course;
  • Have the required experience corresponding to the license category applied for (at least 1,500 hours of flight time on aeroplanes and 1,000 hours of flight time on helicopters);
  • Pass an ATPL practical examination;
  • Hold a Class 1 medical certificate;
  • Be able to speak and understand English (ICAO Level 4 minimum).

To obtain a cabin crew license, the applicant must:

  • Be at least 18 years of age;
  • Have completed an accredited training course at a centre approved by the CCAA;
  • Pass a theoretical and practical examination organised by the CCAA;
  • Have the required experience corresponding to the category of license applied for;
  • Hold a Class 2 medical certificate.

To apply for a cabin crew license, the applicant must:

An Aircraft Maintenance Technician (AMT) license issued by the CCAA is required to certify maintenance operations carried out on aircraft registered in Cameroon. The privileges and scope of competence will depend on the license category and the type ratings endorsed.

To obtain an AMT license, the applicant must:

  • Be at least 18 years of age;
  • Have completed an accredited training course at a centre approved by the CCAA;
  • Pass a theoretical examination organised by a Part 147-approved training organisation holding the relevant privileges or by the CCAA;
  • Have the required experience corresponding to the category of license applied for.

To apply for an AMT license, the applicant must:

  • Complete form CMR.PEL.FORM.030, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:

    • licensing@ccaa.aero ;
  • Submit the complete physical application by post to the attention of the CCAA’s Directorate General.

An Air Traffic Controller license issued by the CCAA is required to exercise air traffic control privileges in accordance with the relevant qualifications and unit endorsements within the airspace of the State of Cameroon.

To obtain an air traffic controller license, the applicant must:

  • Be at least 21 years of age;
  • Have completed a training course approved by the CCAA;
  • Possess the knowledge required for the privileges to be granted;
  • Complete at least three (03) months of satisfactory service under supervision;
  • Hold a Class 3 medical certificate;
  • Have a minimum ICAO English proficiency level of 4.

To submit an application for an air traffic controller license, the applicant must:

  • Complete form PEL. FORM.015, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:

    • licensing@ccaa.aero;
  • Submit the complete physical application by post to the attention of the CCAA’s Directorate General.

A Technical Operations Officer (TOO) license issued by the CCAA is required for flight planning and technical preparation in Cameroon.

To obtain a TOO license, the applicant must:

  • Be at least 21 years of age;
  • Have the required experience in civil aviation trades or complete an accredited training course at a centre approved by the CCAA;
  • Pass a theoretical examination organised by the CCAA;
  • Serve in an operations control organisation under the supervision of an operations technical officer for at least 90 working days during the six (06) months immediately preceding the date of application.

To submit an application for a TOO license, the applicant must:

  • Complete form CMR.PEL.FORM.XXX, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:

  • Submit the complete physical application by post to the attention of the CCAA’s Directorate General.

A training organisation certificate for flight crew issued by the CCAA is required to deliver training courses for pilots, cabin crew, air traffic controllers and air traffic management staff with a view to the issue of a license or ratings. The privileges of a training organisation will depend on the content of its approval certificate and the terms of approval.

To obtain a training organisation approval certificate, the applicant must:

  • Have a Responsible Manager and key management staff;
  • Have sufficiently qualified instructor staff;
  • Have the facilities and equipment required for the training courses requested;
  • Have training and operations manuals relating to its activities.

To submit an application for an accreditation certificate, the applicant must:

  • Complete form CMR.PEL.FORM.021 or CMR.PEL.FORM.XXX, depending on the authorisation applied for, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:
  • Submit the complete physical application by post to the attention of the CCAA’s Directorate General.

A medical examiner or aeromedical examiner is authorised by the CCAA to carry out medical assessments and examinations for the issue, extension and renewal of Class 1, 2 and 3 medical certificates.

To obtain authorisation as an Authorised Medical Examiner (AME), the candidate must:

  • Hold all the necessary qualifications and licenses to practise medicine;
  • Have successfully completed the “basic training” and advanced training programmes in aviation medicine;
  • Have access to suitable medical and technical facilities and equipment for the exercise of the privileges sought;
  • Commit to carry out physical and mental fitness examinations in accordance with the applicable regulations.

To submit an application for approval as medical examiner, the applicant must:

  • Complete form CMR.PEL.FORM.XXX, available on the DASIS platform (dasis.ccaa.aero);
  • Attach all supporting documents confirming the information provided in the form;
  • Send the duly completed form, together with the attachments, to the following email addresses:
    • contact@ccaa.aero and
    • licensing@ccaa.aero;
  • Submit the complete physical application by post to the attention of the CCAA’s Directorate General.

An approval issued by the CCAA is required for an aero-medical centre (AeMC) to carry out medical assessments and examinations for the issue, extension and renewal of medical certificates, including initial Class 1 medical certificates. The privileges of an AeMC are determined by the terms of approval associated with its certificate.

To obtain AeMC approval, the applicant must:

  • Have a Medical Examiner appointed as the Responsible Manager and key management staff;
  • Have sufficiently qualified technical staff;
  • Have adequate medical and technical facilities and equipment for the exercise of the requested privileges.
